ICT Policy and Sustainable Digital Transformation Consultant

About the role

The consultant will lead a comprehensive policy review and develop a recommendation framework to foster an inclusive, sustainable, and future‑ready digital ecosystem in Kenya. This role supports the strengthening of policy coherence and governance approaches that embed sustainability across the entire ICT and digital technology life‑cycle.

Key responsibilities

• Analyse existing ICT policies and identify gaps related to sustainability and digital transformation.
• Develop recommendations to integrate sustainability principles into infrastructure development, digital platforms, data systems, energy use, devices and e‑waste management.
• Produce a policy framework that aligns with national development goals and international best practices.
• Engage with stakeholders to ensure policy coherence and effective governance.

Required profile

• Proven experience in ICT policy, digital transformation, or sustainability consulting.
• Strong understanding of the full life‑cycle of ICT technologies and related environmental impacts.
• Excellent analytical and report‑writing skills.
• Ability to work independently and collaborate with diverse stakeholders.
