International Consultant – Practical Guide for HIV Integration into PHC (Remote, 4 months)

About the role
UNICEF is seeking an experienced international consultant to develop a concise, evidence‑based practical guide that supports the integration of HIV services into primary health‑care platforms in low‑burden countries. The guide will translate existing technical guidance into actionable steps, tools and examples for country teams working across Africa, Asia, Europe, Latin America and the Caribbean. The assignment is remote and expected to last four months.
Key responsibilities
- Draft a user‑friendly guide that synthesises current HIV and PHC integration guidance into practical steps, tools and entry points.
- Identify and document successful integration examples from low‑burden settings to illustrate best practices.
- Design consultation and validation methodology, including stakeholder workshops, to ensure relevance and usability.
- Produce supporting materials such as job aids, toolkits and implementation checklists for programme managers and frontline implementers.
Required profile
- Master’s degree in public health, medicine, nursing, health systems, HIV/AIDS, primary health care, epidemiology, implementation science or related field.
- Minimum eight years of progressive experience in HIV programming, primary health‑care or health‑systems strengthening, with a proven record of developing practical guidance or operational tools.
- Fluency in English; working knowledge of French, Spanish or Russian is an asset.
- Experience working in low‑burden HIV contexts or with UNICEF programmes is desirable.
Required skills
- Strong technical knowledge of HIV service delivery, paediatric and adolescent HIV, PMTCT/triple elimination and differentiated service delivery.
- Expertise in PHC integration, community health systems and health‑systems strengthening.
- Ability to synthesise evidence into clear, user‑friendly tools and guidance for programme managers and frontline staff.
