Monitoring, Evaluation & Learning Specialist – East Africa

About the role

We are looking for a Monitoring, Evaluation and Learning (MEL) specialist to join NIRAS International Consulting in Nairobi. The role supports the design, delivery and management of MEL assignments across the international development sector, contributing to high‑quality research, reporting and business development.

Key responsibilities

• Develop MEL technical proposals, expressions of interest and commercial submissions.
• Conduct research, data collection, analysis and reporting for MEL assignments.
• Coordinate smaller, lower‑risk projects, managing workplans, budgets, quality assurance and consultant coordination.
• Build and maintain client and partner relationships, identifying future collaboration opportunities.
• Contribute to NIRAS’s MEL strategy, technical offering and learning culture.

Required profile

• Relevant degree or professional qualification to Master’s level.
• Minimum three years of MEL experience in international development.
• Proven ability to deliver high‑quality MEL analysis and written outputs.
• Experience managing workplans, budgets and cross‑team coordination.
• Experience contributing to proposals or business development processes.
• Excellent written and verbal communication skills in English.
• Strong planning, organisation and problem‑solving abilities.
