Program Analyst, HIV - Key Population Peer Navigators
Clinton Health Access Initiative, Inc. · Nairobi
Job description
About the role
The Clinton Health Access Initiative (CHAI) is seeking a Program Analyst to provide programmatic leadership, supervision, coordination, performance monitoring and stakeholder engagement for the Key Population (KP) Peer Navigators Program in Kenya. The program helps identify, trace, re-engage and link female sex workers and men who have sex with men who were lost from Kenya Health Information System (KHIS) records back to HIV prevention and treatment services. The role is program supervision and coordination, not direct client tracing, peer education or case management.
Key responsibilities
- Provide day-to-day programmatic oversight across the six project counties, keeping activities on time, within budget and aligned with the work plan and cost-effectiveness targets.
- Coordinate with Community Health Assistants supervising peer educators, track monthly tracing and linkage targets, and attend monthly facility micro-planning meetings including biannual supervision and mentorship visits.
- Monitor performance, identify bottlenecks and risks, and escalate issues to the Senior Director, Infectious Diseases with recommended solutions.
- Serve as CHAI's main liaison with County Health Management Teams, leading county entry meetings and resolving linkage barriers in joint reviews.
- Advocate for the recognition of well-performing peer educators as special community health promoters.
- Represent CHAI with NASCOP, the Ministry of Health and other national stakeholders, and liaise with implementing partners and donors such as the Global Fund and PEPFAR partners.
- Coordinate with NASCOP's data and KHIS teams to secure lost-client lists and restore KP reporting.
- Oversee data quality, including monthly audits of peer educator registers against KHIS and facility records, and maintain cohort loss, timeline and budget tracking tools.
- Track M&E indicators, prepare monthly and quarterly reports, and support the end-of-grant evaluation of service-delivery models.
- Support ethical standards, safeguarding, data protection and confidentiality, and support operational research and evaluations.
- Track budget for peer educator stipends, training and supervision, prepare disbursement requests and reconcile expenditures with CHAI finance.
Required profile
- Bachelor's degree in public health, social sciences, monitoring and evaluation or a related field.
- At least one year of experience coordinating or supervising HIV or public health programs in Kenya, including key population programming.
- Demonstrated experience engaging county and national government stakeholders, especially County Health Management Teams and NASCOP or similar programs.
- Cultural competence and sensitivity with key population communities, and awareness of ethical and confidentiality considerations.
Required skills
- Working knowledge of the Kenya Health Information System (KHIS), the Community Health Strategy and key population service-delivery models.
- Experience with program monitoring and evaluation, including data quality assurance and indicator tracking.
- Experience supporting budget tracking and donor reporting is an advantage.
- Excellent written and verbal communication, stakeholder engagement, data analysis and reporting, and program coordination skills.
