Program Manager – Mental Health and Nurse Education Finance

About the role

The Program Manager – Mental Health and Nurse Education Finance will provide strategic, technical and programmatic leadership for a multi‑county public health initiative. The role focuses on integrating mental health into primary health care, strengthening referral pathways, and supporting sustainable financing for nurse education across Kenya.

Key responsibilities

• Lead planning, implementation, monitoring, reporting and delivery of programme activities across multiple counties and partners.
• Ensure activities align with Ministry of Health priorities, county health strategies, national mental health frameworks and health workforce plans.
• Track tasks, review performance, follow up on actions and address implementation gaps to ensure timely delivery.
• Support integration of mental health and related non‑communicable disease interventions into primary health care.
• Provide technical guidance on mental health and psychiatry interventions across primary, referral and community health systems.
• Lead implementation of the Mental Health Gap Action Programme (mhGAP) training for health workers in target facilities.
• Collaborate with Ministry of Health, county governments, training institutions, the Higher Education Loans Board and other partners.

Required profile

• Medical doctor or senior clinical/public health professional with strong expertise in mental health and psychiatry.
• Significant programme management experience in public health settings.
• Good understanding of Ministry of Health systems, county government structures and health workforce development.
• Ability to work effectively with ministries, donors, consortium partners and a range of health facilities.
