Programme Specialist – Policies & Procedures Manual (P-4)

About the role

The Programme Specialist will support the Chief of the Programme Division in managing UNFPA's regulatory framework, ensuring the Policies and Procedures Manual (PPM) remains current, accessible and aligned with UN initiatives and regional needs.

Key responsibilities

• Manage the preparation, update and quality assurance of the PPM, introducing modern tools for user‑friendliness.
• Oversee the end‑to‑end promulgation process of all UNFPA policies, set drafting standards and provide guidance to policy owners.
• Provide authoritative guidance to staff on policy interpretation, deliver briefings and training, and support senior leadership in audit responses.
• Lead development and periodic review of partnership policies, coordinate with business units and represent UNFPA on the UN Partner Portal Change Advisory Board.

Required profile

• Master’s degree in public administration, international relations, development or related field.
• At least 7 years of progressive experience in policy formulation and management, with minimum five years at the international level.
• Strong analytical, judgment and critical‑thinking abilities.
• Proficiency in English; additional UN official language is an asset.

Required skills

• Experience with automated management systems for policy documentation.
• Excellent verbal and written communication skills.
