Project Manager Officer and Interventions Director

About the role

CARE is looking for a Project Manager Officer and Interventions Director to lead and continuously improve its Project Management Office (PMO) and intervene in projects. The role oversees governance, controls, reporting and performance management across CARE's global strategic initiatives and transformation projects, combining portfolio oversight with hands-on intervention. It sits with a solid line to the Senior Director of Transformation and dotted lines to the AVP of Strategy and to the project managers on transformation projects. The position is flexible across approved CARE USA locations, requires legal authorization to work in the host country, and is not visa sponsorship eligible.

Key responsibilities

• Lead oversight of strategic initiatives, run regular project progress meetings, maintain delivery standards, risk registers and portfolio reviews.
• Intervene directly in underperforming or at-risk projects, diagnose root causes and implement plans such as resource reallocation, scope adjustments or methodology changes.
• Build internal project management capabilities, develop a competency framework for project and change managers, train staff and coach project managers.
• Implement and maintain an Agile project management methodology suited to CARE's AI and digital initiatives.
• Lead the reporting process for the strategic initiative portfolio, set standardized templates, dashboards and escalation protocols, and produce executive summaries.

Required profile

• Bachelor's degree in a relevant field, or equivalent education and experience.
• Minimum 10 years of project or portfolio delivery experience, including at least 5 years in a PMO and in management consulting.
• Experience of complex organisational change and transformation; preferred: master's degree, non-profit experience, international organisation experience and a second language (French, Spanish, Portuguese or Arabic).

Required skills

• Project and/or portfolio management certification (PMP, PRINCE2 or equivalent preferred).
• Experience using Agile project management methodologies.
• Demonstrable coaching skills and experience delivering complex change.
