Regional Finance Manager

About the role

Action Against Hunger is seeking a Regional Finance Manager to serve as the senior financial authority for the DG ECHO‑funded Regional Disaster Preparedness Program operating in Ethiopia, Somalia and Djibouti. The role will ensure that complex multi‑country financing is managed transparently, complies with donor regulations and supports rapid crisis response.

Key responsibilities

• Design, implement and maintain financial management systems, compliance frameworks and reporting standards across four country operations and five consortium partners.
• Ensure full contractual compliance with DG ECHO regulations and FAO consortium reporting requirements.
• Translate financial data into actionable management intelligence for the Regional Consortium Coordinator.
• Oversee hawala‑based payment processes in Somalia and coordinate financial activation within 24‑72 hours.
• Prepare and submit regular financial reports, audits and donor statements.
• Provide guidance and training to implementing entities on financial procedures and controls.

Required profile

• Extensive experience managing multi‑country, multi‑partner humanitarian finance programmes.
• Deep knowledge of EU donor (DG ECHO) financial regulations and reporting.
• Proven ability to establish robust financial controls in complex environments.
• Strong analytical and problem‑solving skills with attention to detail.
• Fluency in English; additional languages an asset.
