Regional Finance Manager – Multi‑Country Humanitarian Program

About the role

The Regional Finance Manager will act as the senior financial authority for the DG ECHO‑funded Regional Disaster Preparedness Programme covering Ethiopia, Somalia, Djibouti, South Sudan and a regional component. Reporting to the Regional Consortium Coordinator, the role is responsible for establishing robust financial systems, controls and reporting mechanisms to ensure transparent and accountable use of donor funds across multiple countries.

Key responsibilities

• Provide overall financial oversight for the consolidated programme budget, maintaining a master budget with visibility of expenditures, commitments, forecasts and balances by country, result area and implementing partner.
• Develop quarterly multi‑country cash‑flow forecasts and monthly Budget‑Versus‑Actual reports, analysing burn rates, variances and financial risks and recommending corrective actions.
• Lead financial preparedness for Crisis Modifier activations, including rapid budget realignment, emergency cash disbursement planning, partner financing, expenditure tracking and post‑activation reconciliation.
• Oversee sub‑grant management, donor reporting, audit readiness and multi‑currency operations, ensuring compliance with DG ECHO grant requirements.
• Provide functional guidance and capacity‑strengthening to country finance teams and consortium partners.

Required profile

• Significant experience in humanitarian finance management, preferably with DG ECHO or similar donor grants.
• Proven track record of multi‑country financial oversight and consolidated budgeting.
• Ability to translate complex financial data into clear recommendations for senior programme leadership.
• Strong knowledge of donor compliance, audit processes and financial risk management.
