Regulatory Specialist – Army Fellows Program

About the role

The U.S. Army Corps of Engineers (USACE) is seeking recent graduates for a two‑year Army Fellows Program as a Regulatory Specialist. Fellows receive structured training, mentorship, and rotational assignments across civil works, military construction, environmental, and emergency‑management projects.

Key responsibilities

• Assist in evaluating and modifying permit applications for activities in U.S. waters.
• Conduct detailed site evaluations, including wetland delineation and baseline environmental condition assessments.
• Support the development and implementation of programmatic initiatives and general permits.
• Represent the district on task forces and working groups related to regulatory programs.

Required profile

• Bachelor’s degree in biological sciences, agriculture, natural resource management, chemistry, or a related field.
• Recent graduate with strong motivation to pursue a career in engineering and environmental regulation.
• Ability to obtain a suitability or fitness determination after a background investigation.
• Willingness to sign a mobility agreement and the Army Fellows Participant Agreement.
