Senior Non-Key Expert – Digital Connectivity Study for Agriculture

About the role

NTU International is seeking three Senior Non‑Key Experts to join the Digital Connectivity Study for Agriculture (PRIDA II). The experts will work from the African Union headquarters in Addis Ababa, with the majority of tasks performed remotely, supporting the implementation of digital strategies across the five AU regions.

Key responsibilities

• Assess bandwidth availability, quality and cost for rural agriculture and education in AU member states.
• Evaluate technical, economic and regulatory feasibility of affordable connectivity solutions for underserved areas.
• Review and develop sustainable financing and pricing models, including discount‑rate formulae and sensitivity analyses.
• Design policy and implementation strategies to promote sustainable digital connectivity, aligning with AU and national frameworks.

Required profile

• Master’s degree in Communications, Electrical/Electronic Engineering, Computer Science, ICT, Economics or Law from a reputable university.
• Minimum eight (8) years of experience in connectivity market development, preferably in developing or emerging economies.
• Proven experience in policy analysis, economic modelling or financing of digital infrastructure projects.
• Ability to work across multiple African regions and deliver high‑quality analytical reports.
