Software Developer/Analyst - Program Data and Analytics

About the role

The International Rescue Committee (IRC) is hiring a full-time, on-site Software Developer/Analyst in Nairobi, focused on program data and analytics technology support. The role supports IRC's global technology tools and platform for organizing and analyzing data, including CommCare, Microsoft PowerApps, Microsoft Power BI and an Azure-based data warehouse. It works with staff at various levels and locations to analyze, develop and improve tools and processes behind the Technology for Measurement products.

Key responsibilities

• Requirements gathering and analysis with CRRD MEAL and program teams to inform measurement technology products
• Support development and rollout of dashboards such as Annual Statistics and Program Indicator Dashboards
• Develop and improve Power Platform applications and other low-code/no-code data platforms
• Participate in designing and running data quality processes and write technical documentation (user guides, setup manuals)
• Maintain technology development standards and guidelines, including data security policies
• Train business, deployment and end-user teams on data products
• Convert software requirements into estimated developer tasks
• Document data analysis requirements and lead design of DataMarts, multi-dimensional cubes and ad-hoc tables for Power BI dashboards
• Train staff on using BI DataMarts and cubes, and maintain data and metadata definitions
• Provide Tier-2 and Tier-3 support and hyper-support during piloting and rollout, and support data engineering and architecture teams

Required profile

• At least five years of experience developing and rolling out data platforms for programs, including at least three years with CommCare and Microsoft Power BI for large programs
• Experience in public sector programming and M&E-specific technology tools
• Strong written and spoken English, independent and cross-functional teamwork, and relationship building across departments
• Preferred: advanced Excel (macros), T-SQL, Azure SQL Server, Data Factory, SSIS, mobile data collection with CommCare and Power Platform, and one other language (French, Spanish or Arabic)
