Technical Advisor on Child‑Sensitive Social Protection and Child Protection

About the role

UNICEF is seeking a Technical Advisor to strengthen child‑sensitive social protection and child protection systems in Kenya. The consultancy will support policy development, programme design and integration of social protection with child protection services.

Key responsibilities

• Support the expansion and institutionalisation of child‑sensitive social protection programmes and adaptive systems for crises.
• Assist the State Department for Children Services in implementing the Children Act 2022, including regulations and operational procedures.
• Promote integration of social protection and child protection linkages, referral pathways and coordinated approaches to address child poverty and violence.

Required profile

• Master’s degree in Social Policy, Public Finance, Development Studies or related field.
• Minimum 10 years progressive experience in child‑sensitive social protection, child protection, or related policy areas, with strategic advisory experience to government.
• Demonstrated experience working with national and sub‑national governments, development partners and UN agencies.

Required skills

• Strong knowledge of child‑sensitive social protection and child protection systems.
• Strong knowledge of Kenya’s child protection legal and policy framework, including the Children Act 2022.
• Excellent analytical, writing and communication skills for senior stakeholder engagement.
