Consultant – Strengthening NEA Distress Reporting Mechanisms

About the role

The International Organization for Migration (IOM) in Kenya is seeking a consultant to enhance distress reporting and feedback mechanisms within the National Employment Authority (NEA) under the Better Regional Migration Management (BRMM) project. The role focuses on improving hotline services, referral pathways and case‑closure processes for vulnerable youth seeking safe migration opportunities.

Key responsibilities

• Develop standard operating procedures (SOPs) and response channels for the feedback mechanism.
• Organise and facilitate a workshop to revise distress and hotline forms, ensuring capture of key information such as case type, location, urgency and referral needs.
• Design SOPs for feedback handling and case closure, including clear documentation and reporting guidelines.
• Provide capacity‑building support to NEA staff and partner agencies on the new procedures and referral system.
• Coordinate with IOM’s Labour Mobility Division, the Ministry of Labour and Social Protection and other stakeholders to ensure alignment and effective implementation.

Required profile

• Proven experience in developing SOPs and managing feedback or hotline systems.
• Experience organising workshops and delivering training to government or partner staff.
• Familiarity with migration, labour mobility or youth employment programmes is advantageous.
• Strong analytical and documentation skills.
