Consultant – Strengthening NEA Distress Reporting Mechanisms

About the role

The International Organization for Migration (IOM) is seeking a consultant to enhance distress reporting mechanisms for the National Employment Authority (NEA) under the Better Regional Migration Management (BRMM) project in Nairobi. The role focuses on improving hotline services, feedback loops, and referral pathways for vulnerable youth seeking safe migration options.

Key responsibilities

• Strengthen and expand existing migration hotline systems to ensure timely and reliable information for youth.
• Develop and implement feedback mechanisms that capture user experiences and improve service quality.
• Coordinate referral pathways with the Ministry of Labour and Social Protection, NEA, and other stakeholders.
• Provide technical guidance on case management procedures and ensure consistent documentation.
• Monitor and evaluate the effectiveness of the enhanced systems and produce regular reports for the BRMM programme.

Required profile

• Advanced degree in migration, development, social sciences, or a related field.
• Proven experience in migration programming, hotline operations, or case management.
• Demonstrated ability to work with government agencies and multi‑stakeholder environments.
• Strong analytical and reporting skills.
