Deputy Chief of Party – Operations, Logistics & Supply Chain

About the role

The Deputy Chief of Party – Operations, Logistics and Supply Chain provides senior leadership for the USDA Food for Peace (Title II) emergency food assistance program in Kenya. Reporting to the Chief of Party, the incumbent ensures timely, accountable delivery of U.S.-origin commodities to food‑insecure populations, especially in arid and semi‑arid (ASAL) regions.

Key responsibilities

• Lead all logistics and supply‑chain functions, including port clearance, transport, warehousing and distribution.
• Ensure compliance with USDA regulations and the Code of Federal Regulations (e.g., 2 CFR 200, 22 CFR 211) and maintain full traceability of commodities.
• Oversee commodity‑management systems to guarantee efficient delivery to remote program areas.
• Coordinate cross‑functional teams, strengthen accountability systems, and mitigate operational risks.
• Supervise logistics and supply‑chain staff, conduct performance assessments, and develop individual development plans.
• Support staffing plans, recruit senior staff, and manage consortium‑partner compliance.
• Monitor safety, security, and contingency planning for all staff.
• Identify performance gaps, recommend training, and foster a learning‑oriented environment.

Required profile

• Bachelor’s degree in supply chain, logistics or a related field.
• Minimum 5 years of relevant experience, including work on USG‑funded programs.
• Experience managing commodity‑based programs, logistics systems, supervising staff and handling operational budgets.
• Preferred: Master’s degree, experience in Kenya or similar ASAL contexts, and experience managing multi‑partner consortia.
