Finance and Budget Officer – Law Division

About the role

The United Nations Environment Programme (UNEP) is seeking a Finance and Budget Officer for its Law Division, OzonAction Branch in Nairobi. Reporting to the Head of the OzonAction Branch, the incumbent will support the preparation, administration and reporting of medium‑term plans and budgets across the programme.

Key responsibilities

• Review, analyse and finalise the medium‑term plan and its revisions, incorporating departmental inputs and intergovernmental decisions.
• Provide substantive support to intergovernmental and expert bodies to secure approval of plans and budgets from the General Assembly and legislative bodies.
• Prepare cost estimates and budget proposals for staff and non‑staff requirements at global and regional levels, ensuring compliance with legislative mandates.
• Issue allotments, authorise sub‑allotments and manage redeployment of funds as needed.
• Monitor budget implementation, recommend reallocation of funds, and ensure expenditures stay within authorised limits.
• Administer extra‑budgetary resources, review agreements and cost plans, and ensure regulatory compliance.
• Prepare and analyse budget performance reports, highlighting variances between approved budgets and actual expenditures.
• Lead the annual Financial Progress Report process and manage audit follow‑up.

Required profile

• Proven experience in preparing and administering budgets at programme level, preferably within an international or UN context.
• Strong knowledge of UN financial rules, legislative mandates and budgetary procedures.
• Ability to analyse financial data, identify trends and produce clear reports for senior management and intergovernmental bodies.
• Excellent communication skills for interaction with intergovernmental bodies, expert groups and internal stakeholders.
