Finance and Budget Officer – Temporary

About the role

The United Nations Office at Nairobi is seeking a Finance and Budget Officer on a temporary basis. The incumbent will work within the Budget and Financial Management Service, providing strategic, technical and operational support for budgeting, financial management, grants and voluntary contributions. The role reports directly to the Section or Unit Chief of BFMS.

Key responsibilities

• Provide input to strategic planning, results‑based budgeting and resource allocation.
• Review and analyse cost estimates and budget proposals for regular and extra‑budgetary resources.
• Prepare documentation and analysis for intergovernmental and inter‑agency budget submissions.
• Monitor budget implementation, analyse variances and recommend corrective actions.
• Ensure compliance with United Nations Financial Regulations, Rules and IPSAS standards.
• Prepare budget performance reports with variance analysis.
• Manage staffing tables and monitor financial implications of recruitment and organisational changes.
• Implement cost‑recovery mechanisms and reconcile receivables.
• Review and validate contribution agreements and monitor accounts receivable for voluntary contributions.
• Provide advice on grants management policies and prepare donor financial reports.
• Support internal and external audits related to grants and financial reporting.
