Health, Safety & Environment (HSE) Manager

About the role

Victory Farms is seeking an experienced Health, Safety & Environment (HSE) Manager to lead HSE governance across its multi‑site operations in Kenya. The role focuses on implementing robust HSE systems, ensuring compliance with Kenyan legislation, and protecting both personnel and the environment, especially around Lake Victoria.

Key responsibilities

• Implement, roll out and maintain the company HSE management system, including policies, procedures, risk registers and incident‑management framework.
• Lead HSE governance: convene safety committees, maintain reporting cadence and present leading and lagging KPIs to senior leadership.
• Exercise authority to stop unsafe work without commercial override.
• Enforce water and marine safety, machine, chemical and cold‑room controls, road/fleet safety, and construction safety across all sites.
• Deliver day‑to‑day environmental compliance: NEMA licensing, EIA/EA obligations, effluent and waste management, and water‑quality monitoring.

Required profile

• 8+ years progressive HSE experience in Kenya or East Africa, preferably in high‑hazard industries.
• Registered OSH Advisor/Practitioner with DOSHS.
• NEBOSH and/or professional HSE qualification (IOSH, ISO 45001/14001 lead auditor advantageous).
• Deep knowledge of Kenyan HSE law (OSHA 2007, WIBA, EMCA) and NEMA/DOSHS processes.
• Proven track record of reducing incidents through disciplined enforcement.
