Primary Health Care (PHC) Consultant – Nairobi

About the role

The Ministry of Health in Kenya seeks a seasoned Primary Health Care (PHC) Consultant to provide strategic technical support for the development of the Kenya Primary Health Care Strategic Framework 2027‑2032. This short‑term consultancy will run for 40 days spread over a six‑month period (August‑December 2026) and will be based at the Ministry’s headquarters in Nairobi.

Key responsibilities

• Analyse findings from the End‑Term Review of the 2019‑2024 PHC framework.
• Draft and refine the new 2027‑2032 strategic framework in line with national UHC goals.
• Coordinate with the Director of Primary Health Care and the Head of Division to ensure alignment with policy reforms.
• Provide evidence‑based recommendations on digital health, financing mechanisms, and PHC network strengthening.
• Prepare briefing notes, reports, and presentation materials for senior Ministry officials.

Required profile

• Minimum 10 years of professional experience in health policy, primary health care systems, or related consultancy work.
• Advanced degree in Public Health, Health Policy, or a related field.
• Demonstrated experience working with government health ministries or large NGOs in low‑ and middle‑income settings.
• Strong analytical and report‑writing skills.
