Social Policy Specialist – Social Protection Systems

About the role

The Social Policy Specialist (Social Protection Systems) will support UNICEF’s Strategic Plan 2026‑2029 by expanding children’s access to inclusive, shock‑resilient social protection. Based in Nairobi, the specialist will work with regional and country teams to strengthen national social protection systems and programmes.

Key responsibilities

• Provide hands‑on technical assistance to countries and regions on social protection policy design, implementation and scaling.
• Develop evidence‑based guidance, tools and frameworks for inclusive social protection and cash‑assistance programmes.
• Contribute to the Child Poverty Centre of Excellence by generating knowledge products and best‑practice case studies.
• Support monitoring and evaluation of social protection interventions against UNICEF impact results.
• Collaborate with partners, donors and government stakeholders to promote policy reforms.

Required profile

• Advanced university degree in social policy, economics, public finance or a related field.
• Significant experience (typically 7+ years) in social protection, poverty reduction or related development work.
• Proven track record of delivering technical assistance in multi‑country settings.
• Strong analytical and writing skills, with ability to produce policy briefs and guidance notes.
• Fluency in English; knowledge of additional UN languages is an asset.
