Technical Advisor II – Food Security, Livelihoods & Markets (Sudan FNS Plan Lead)

About the role

This remote position provides senior technical advice on food security, livelihoods and market‑based programming, supporting CRS country teams worldwide. You will also lead the coordination and implementation of Sudan’s first Food and Nutrition Security (FNS) Plan, a World Bank‑funded preparedness effort.

Key responsibilities

• Develop and implement agency‑wide strategies, standards and tools for food security and livelihoods, ensuring gender, protection and disaster risk reduction integration.
• Provide technical solutions to regional and country programs for strategic planning, program design and monitoring.
• Lead the technical design of large, complex proposals and define appropriate monitoring systems and indicators.
• Strengthen staff and partner capacity through training, workshops, mentoring and curriculum development.
• Coordinate the Sudan FNS Plan Secretariat, manage its budget, sub‑grants and relationships with the World Bank and other donors.
• Collect, analyse and share program data, lessons learned and best practices to support knowledge management.

Required profile

• Bachelor’s degree in international development, food security, livelihoods or related field.
• Minimum eight years of relevant international experience, including three years overseas as a technical advisor or program manager.
• Proven experience managing in‑kind food assistance programmes (e.g., USAID Title II) and market‑based interventions.
• Strong relationship‑building, strategic thinking and analytical skills, with ability to influence across cultures.
• Excellent written and oral communication in English; Arabic is desirable.
