About the role
The Busara Center is seeking a senior TVET Thematic Expert to lead a comprehensive assessment of Uganda’s technical and vocational education and training ecosystem. The role focuses on analysing policy, programme design and delivery for youth employment, especially for refugee and host‑community populations.
Key responsibilities
- Conduct a literature review of the TVET ecosystem and analyse Young Africa Works strategy documents and partner data.
- Map sector actors, trends and benchmark Uganda’s TVET sector against East African strategies.
- Design and carry out key informant interviews, focus groups and in‑depth interviews with trainees, instructors and institutions.
- Assess programme relevance, barriers to access, cost, technology impact and alignment with national TVET policies.
- Identify opportunities for new partnerships, delivery models and priority sub‑sectors to improve youth skilling outcomes.
- Produce a detailed report with findings, recommendations and a prioritisation framework for stakeholders.
Required profile
- Advanced degree in TVET, Education, Vocational Training or a related field.
- 8‑10 years of experience designing, delivering or evaluating TVET programmes, preferably in Uganda.
- Proven experience conducting qualitative fieldwork (IDIs, FGDs, KIIs) and using life‑journey/storytelling techniques.
- Strong knowledge of Uganda’s TVET/BTVET policy framework, competency‑based training, assessment and accreditation processes.
- Familiarity with the refugee response context and labour‑market dynamics for TVET graduates.
- Experience with donor‑funded evaluations or strategic reviews is an advantage.
