Strategy Development for UNICEF in Fragile, Violent & Conflict-Affected Settings

About the role

This 2‑month consultancy supports UNICEF in creating a practical strategy for engagement in fragile, violent and conflict‑affected settings. The work will be home‑based with travel as needed, focusing on defining UNICEF’s comparative advantage and strengthening system resilience.

Key responsibilities

• Develop a strategic framework to guide programming, advocacy, partnerships, resource mobilisation and technical support in fragile contexts.
• Analyse evidence, country experience and existing UNICEF guidance to produce clear, user‑friendly strategic guidance.

Required profile

• Master’s degree in international development, social sciences, economics, political science, peace and conflict studies, humanitarian affairs, public policy, resilience, governance, child rights or related field.
• At least 8 years of progressively responsible experience in international development, humanitarian action, peacebuilding, resilience, fragility, conflict prevention or related programming.

Required skills

• Strong understanding of fragility, violence, conflict dynamics and their impact on children and service systems.
• Proven knowledge of resilience building, systems strengthening and risk‑informed programming in fragile contexts.
