Cultural Liaison Officer (Partner Military)

About the role

The Cultural Liaison Officer will act as the primary advisor and bridge between WRAIR‑Africa and host‑nation military and health institutions. This position supports international infectious‑disease surveillance and biomedical research by ensuring cultural, strategic, and operational alignment with partner organizations.

Key responsibilities

• Serve as the main liaison between WRAIR‑Africa and host‑nation Ministries of Defense, Ministries of Health, military hospitals, and research institutions.
• Build and maintain strategic relationships with military and civilian partners across the AFRICOM Area of Responsibility.
• Advise senior leadership on cultural considerations, military customs, and regional engagement strategies.
• Support the establishment and sustainment of surveillance activities at military and civilian partner sites.
• Coordinate meetings, site visits, stakeholder engagements, and protocol implementation.
• Provide cultural guidance, translation assistance, and strategic communications as needed.
• Facilitate collaboration between U.S. government personnel and host‑nation partners.

Required profile

• Bachelor’s degree or equivalent military experience.
• Former or current military officer with experience in military medicine, public health, or healthcare leadership.
• Demonstrated experience working with multinational or international partners.
• Ability to travel extensively throughout the assigned region.
• Successful completion of a Tier 1 National Agency Check with Inquiries (NACI) or equivalent.
