Administrative & Finance Officer (Temporary)

About the role

The Regional Office for Eastern Africa (ROEA) of UNODC is seeking a temporary Administrative and Finance Officer to oversee and coordinate all administrative functions, including procurement, finance, human resources, property management and ICT. Reporting to the UNODC Regional Representative, the incumbent will ensure compliance with UN regulations and UNODC policies.

Key responsibilities

• Coordinate, monitor and evaluate the ROEA operations team covering administration, finance, procurement, HR, property management and ICT.
• Prepare and consolidate the field office budget, track implementation, and produce regular financial reports for senior management.
• Supervise recruitment processes, staff management, training compliance and provide guidance on privileges and immunities.
• Oversee procurement activities, property control and ICT service provision in line with UN rules.
• Analyze data, produce visual reports and support decision‑making through dashboards and charts.
• Respond to audit queries, ensure internal controls and support year‑end closing procedures.

Required profile

• Professionalism with solid knowledge of internal control principles, financial regulations and ability to apply UN rules.
• Strong planning and organizing skills, capable of risk analysis, business continuity and contingency planning.
• Accountability and performance management experience, including delegating tasks, monitoring progress and providing feedback.
