Consultant for Global Evaluation of Children Accountability

About the role

Save the Children Norway, together with its international partners, is seeking an experienced consultant or organization to lead a global evaluation of how children’s feedback and participation are integrated into humanitarian decision‑making. The assignment will build on a 2025 joint study and assess whether recommendations have translated into concrete changes on the ground.

Key responsibilities

• Design a mixed‑methods evaluation framework that captures baseline practices and longitudinal changes.
• Collect qualitative and quantitative data from humanitarian programmes across multiple countries.
• Analyse the extent to which children’s insights influence programme adjustments, funding priorities and policy decisions.
• Produce a comprehensive report with evidence‑based recommendations for strengthening accountability to children.
• Present findings to Save the Children leadership and partner organisations.

Required profile

• Proven experience conducting evaluations in humanitarian or development contexts.
• Strong knowledge of child rights frameworks, including the UN Convention on the Rights of the Child.
• Demonstrated ability to work with international stakeholders and multi‑country teams.

Required skills

• Mixed‑methods research design and implementation.
• Qualitative data collection and analysis (e.g., interviews, focus groups).
• Quantitative analysis and reporting.
• Advanced report writing and presentation skills.
