Deputy Director, Human Resource Management and Development

About the role

The Kenya Institute of Curriculum Development (KICD) is recruiting a Deputy Director for Human Resource Management and Development (Grade 3) based in Nairobi. The role provides strategic leadership over HR policies, systems and practices in line with the Institute's mandate and Government requirements, and reports to the Director, Corporate Services or the Chief Executive Officer.

Key responsibilities

• Lead the development and implementation of integrated HR plans, workforce strategies, talent management and succession management frameworks.
• Oversee recruitment, selection, placement, onboarding, career progression, employee movement and separation processes.
• Provide strategic oversight of remuneration, compensation, benefits and reward frameworks, ensuring internal equity, competitiveness, affordability and compliance with Government policies.
• Oversee the performance management system, including performance contracting, appraisals and performance-related interventions.
• Lead the development and use of the Human Resource Management Information System (HRMIS) to improve data management, reporting and analytics.
• Coordinate employee engagement and satisfaction assessments and implement follow-up interventions.
• Ensure compliance with HR legislation, Government policies, collective agreements and institutional policies, and advise Management on HR risks.
• Advise Management on HR planning, employee relations, organisational development, staff welfare and talent management.
• Oversee staff capacity-building, coaching and mentorship programmes and monitor the effectiveness of HR services.
• Perform other duties assigned by the Director, Corporate Services or the Chief Executive Officer.
