EAC Customs Clearance Supervisor

About the role

Twyford International Kenya Ltd is hiring an EAC Customs Clearance Supervisor to manage cross-border export and transit customs clearance for shipments from Kenya to Tanzania, Uganda, Rwanda, Burundi, South Sudan and the Democratic Republic of Congo, covering road, lake and sea transport. The role also covers KRA temporary import/export applications, certificate of origin processes, and the financial and reporting work behind clearance operations.

Key responsibilities

• Manage export and transit customs clearance and ensure compliance with the customs regulations of destination and transit countries.
• Prepare, review and validate commercial invoices, packing lists, certificates of origin and other clearance documents, checking cargo descriptions, HS codes, quantities, weights, declared values and origin.
• Issue export delivery notes and coordinate EXIT and C2 movement declarations with the planning, warehouse and transport teams.
• Track customs entry registration, loading, dispatch, border arrival, inspections and release, and coordinate corrective action on delays.
• Resolve documentation discrepancies, inspection issues and clearance exceptions with ICDs, border customs offices, clearing agents and regulators.
• Analyse clearance lead times and improve efficiency while complying with EAC and national customs and transit control requirements.
• Prepare and follow up on KRA temporary import/export applications and customs seal exemption applications for open-body truck transit cargo.
• Handle KRA certificate of origin processes, including raw material and finished goods registration, origin rule verification and factory verification coordination.
• Research EAC import, export and transit operations and prepare quotations, clearance solutions and business analysis reports.
• Compile and archive clearance files with customs endorsements and release records, and verify supplier invoices and submit payment requests through the OA system.
• Consolidate operational data and report on clearance progress, lead times, costs and supplier performance.

Required profile

• Diploma or bachelor's degree in International Trade, Logistics, Supply Chain Management, Customs Administration or a related field preferred.
• At least 3 years of hands-on experience in EAC export customs clearance, cross-border transport or transit clearance.
• In-depth knowledge of major regional corridors such as Tanzania-Kenya, Kenya-Uganda and Zambia-Tanzania, including customs procedures and transit control regimes.
• Proven experience handling lake transport exports from Kisumu to Uganda; coal import clearance experience is an advantage.
• Preferred: experience with KRA temporary import/export applications, seal exemptions, certificate of origin processes, and backgrounds as customs clearing agents, freight forwarders, transport operators or EAC logistics providers.

Required skills

• Good knowledge of EAC export and transit documentation, able to review documents independently.
• Familiarity with export delivery notes, EXIT and C2 movement declarations.
• Proficiency in OA systems for document processing and payment workflows, and good Excel and reporting skills.
• Strong English communication, coordination, exception handling and cost-control skills, with attention to detail.
