Environmental Law Specialist

About the role

We are seeking an Environmental Law Specialist to provide technical legal advice to the Government of Panama on the implementation of the Rio Conventions and the Nature Pledge. The role focuses on drafting the legal and institutional instruments required to formalize Panama’s Nature Pledge at the national level.

Key responsibilities

• Develop the administrative instrument for official adoption of the Nature Pledge (Component A).
• Design the CONACLABIT governance model and its operating protocol (Component B).
• Draft the Nature Pledge governance regulations (Component C).
• Ensure the drafted instruments constitute the minimum legal and institutional framework to activate Phase I of the Nature Pledge roadmap.
• Coordinate with relevant Panamanian authorities and stakeholders to align legal drafts with national policies.

Required profile

• Advanced degree in Law, preferably with specialization in environmental or international law.
• Demonstrated experience advising governments or public institutions on environmental conventions.
• Strong understanding of the Rio Conventions, biodiversity commitments, and nature‑based pledges.
• Excellent analytical and drafting skills in legal instruments.
