Evaluation Specialist for Terminal Evaluation of EC‑UNEP PCA II

About the role

The United Nations Environment Programme (UNEP) is seeking an Evaluation Specialist to lead the terminal evaluation of the European Commission‑UNEP Programme Cooperation Agreement (PCA II). This part‑time consultancy will be home‑based with occasional field visits and will report to the Evaluation Manager and the Director of the Evaluation Office.

Key responsibilities

• Prepare and submit an Inception Report (30% of total effort) outlining the evaluation methodology.
• Develop a Draft Evaluation Report (40%) incorporating data collection, analysis, and stakeholder feedback.
• Deliver the Final Evaluation Report (30%) with actionable recommendations for future cooperation.
• Coordinate with UNEP’s Evaluation Office and relevant EU and UN stakeholders.
• Conduct field visits as required to gather primary data.

Required profile

• Advanced degree in environmental studies, public policy, international development, or a related field.
• Proven experience in conducting evaluations of international programmes or agreements.
• Strong understanding of EU environmental policies and UN sustainable development frameworks.
• Excellent written communication skills for high‑quality reporting.
