About the role

The Human Resources Specialist provides comprehensive staffing services to assigned federal organizations. Acting as the primary point of contact for recruitment activities, the specialist ensures compliance with merit promotion principles and federal staffing regulations.

Key responsibilities

• Deliver full‑range staffing services, coordinating with HR peers and using multiple staffing systems.
• Advise managers and supervisors on personnel management issues, focusing on staffing, pay, and merit‑based promotion.
• Develop and refine recruiting methods, sources, merit systems, probationary practices, and special employment programs.
• Validate positions filled through merit promotion and delegated examining processes.
• Analyze applicant qualifications and maintain accurate personnel records using automated HR databases.

Required profile

• U.S. citizen or national; males born after 12/31/1959 must be Selective Service registered or exempt.
• Pass background investigation, fingerprint check, and E‑Verify employment verification.
• Ability to obtain and maintain a security clearance.
• Must obtain Delegated Examining certification within two years of hire.
• Current federal employees must meet a 52‑week time‑in‑grade requirement for promotion.
