Performance, Learning and Impact Advisor – SHIFTS Project

About the role
The Performance, Learning and Impact (PL&I) Advisor will lead all monitoring, evaluation, and learning (MEL) activities for the SHIFTS project, a multi‑country initiative funded by Global Affairs Canada and implemented in Benin, Mozambique, and Nigeria. The role supports IPPF Africa Region’s mission to expand access to sexual and reproductive health and rights for vulnerable populations across sub‑Saharan Africa.
Key responsibilities
- Design, review, and oversee a comprehensive qualitative and quantitative MEL framework aligned with project objectives.
- Co‑create data‑collection tools, reporting templates, and storytelling mechanisms such as Most Significant Change stories.
- Ensure MEL systems are feminist, decolonial, participatory, and accessible across the consortium, sub‑grantees, and partners.
- Generate evidence, facilitate mutual learning, and drive continuous project improvement.
- Collaborate closely with technical teams, Member Associations, and the SHIFTS Programme Manager.
Required profile
- Strategic thinker with deep experience in feminist‑oriented MEL for health or development projects.
- Proven ability to work collaboratively across multiple countries and stakeholder groups.
- Commitment to gender equity, decolonial approaches, and participatory learning.
