Programme Management Officer (Fixed‑Term)

About the role

The Programme Management Officer will support UN‑Habitat’s work in the Horn and East Africa sub‑region, reporting to the Senior Human Settlements Officer. The role involves managing programmes, providing technical advice on urban planning and governance, and supporting resource mobilisation.

Key responsibilities

• Develop, implement and evaluate assigned programmes and projects, monitor progress and initiate corrective actions.
• Provide technical advisory support on urban planning, management and local governance to national and local governments.
• Conduct research, analyse data, prepare background papers, reports and study inputs.
• Lead large field missions, coordinate external consultants and draft mission summaries.
• Support resource mobilisation by identifying funding opportunities and preparing proposals.

Required profile

• Advanced university degree in architecture, civil engineering, urban planning, economics or related field (or equivalent experience).
• Minimum five years of progressive experience in project or programme management in human settlements.
• Experience in urban resilience, displacement or durable solutions in post‑crisis contexts.
• Demonstrated ability to analyse data, produce visualisations and support decision‑making.
