Regional Finance Manager

About the role

We are looking for a Regional Finance Manager to provide strategic financial leadership for the DG ECHO‑funded Regional Disaster Preparedness Programme covering Ethiopia, Somalia, Djibouti, South Sudan and a regional component. Reporting to the Regional Consortium Coordinator, the role will ensure robust financial systems, controls and compliance across all implementing partners.

Key responsibilities

• Provide overall financial oversight for the consolidated programme budget across all countries and the regional component.
• Maintain an accurate master budget with visibility of expenditures, commitments, forecasts and balances by country, result area, budget line and partner.
• Develop quarterly multi‑country cash‑flow forecasts and monthly Budget‑Versus‑Actual reports, analysing burn rates, variances and financial risks.
• Lead financial preparedness for Crisis Modifier activations, including rapid budget realignment, emergency cash disbursement planning and post‑activation reconciliation.
• Oversee donor reporting, sub‑grant management, audit readiness and multi‑currency operations.
• Provide functional guidance and capacity‑strengthening to country finance teams and consortium partners.

Required profile

• Proven experience as a senior finance leader in humanitarian or non‑profit settings.
• Strong expertise in managing DG ECHO grants and multi‑country financial oversight.
• Ability to translate complex financial information into clear recommendations for programme leadership.
