About the role
The International Committee of the Red Cross is seeking a Regional Protection Field Officer to support protection objectives across Djibouti, Kenya and Tanzania. Reporting to the Regional Protection Coordinator, you will act as the legal focal point for detention, civilian protection and family‑links activities, ensuring compliance with International Humanitarian Law and International Human Rights Law.
Key responsibilities
- Monitor, collect and analyse information on the Protection of Civilian Populations (PCP) and promote respect for IHL and IHRL.
- Map and engage key stakeholders involved in PCP activities.
- Plan and deliver training for military and police forces on IHL, IHRL and the ICRC mandate.
- Provide legal analysis for Protection and Family Links programmes, including migration and missing‑persons issues.
- Assess Kenya’s prison system, focusing on legal frameworks, judicial guarantees and criminal‑justice processes, and maintain a legal reference repository.
- Translate official documents, training materials and correspondence between English and Kiswahili; provide interpretation during trainings, meetings and detention visits.
- Serve as the focal point on data‑protection matters, maintain relationships with authorities and humanitarian partners, and support drafting of Data Sharing Agreements.
- Contribute legal expertise to the Delegation’s Humanitarian Diplomacy Engagement Plan and represent ICRC protection activities with national and international stakeholders.
Required profile
- Legal background with solid knowledge of International Humanitarian Law and International Human Rights Law.
- Experience working in humanitarian or protection contexts, preferably in East Africa.
- Fluency in English and Kiswahili with proven translation and interpretation skills.
- Familiarity with data‑protection principles and drafting of data‑sharing agreements.
- Strong stakeholder‑engagement and communication abilities.
