Regional Technical, Evidence and Learning Director (TEQ) – Africa

About the role

The Regional Technical, Evidence and Learning Director (TEQ) leads Mercy Corps’ Africa portfolio, ensuring technical excellence, evidence‑based decision‑making, learning and innovation across programmes. Reporting to regional leadership, the director works with country teams and global partners to design, implement and adapt high‑impact interventions.

Key responsibilities

• Strengthen technical quality, evidence use, learning and innovation across all country programmes in Africa.
• Lead and mentor the regional technical team, serving as the primary point of contact for technical resources and standards.
• Collaborate with country teams, regional leaders, technical advisors and global support units to provide expertise, tools and systems for programme design and adaptation.
• Promote Mercy Corps’ program models, technical frameworks and commitments to improve outcomes and generate robust evidence.
• Oversee the development and dissemination of learning products, evaluations and best‑practice guidance.
• Provide senior technical leadership for strategic business planning and portfolio management.

Required profile

• Extensive senior‑level experience in technical programme management, evidence generation and learning within humanitarian or development contexts.
• Proven ability to work across multi‑country portfolios, especially in fragile and conflict‑affected settings.
• Strong collaborative and communication skills to engage country teams, donors and partners.
• Demonstrated capacity to lead technical teams and build organisational capability.

Required skills

• Expertise in monitoring, evaluation, accountability and learning (MEAL) methodologies.
• Knowledge of Mercy Corps’ program models and technical frameworks.
• Ability to design and implement evidence‑based programme adaptations.
• Experience in generating and using data for strategic decision‑making.
