Senior Manager, Refugee‑led Organization (RLO) Opportunity Fund

About the role

The Senior Manager will lead the Refugee‑led Organization (RLO) Opportunity Fund within WUSC’s Phase II initiative (2026‑2031) aimed at supporting refugee, displaced and host‑community youth across Africa. The role will coordinate financial access, capacity‑building and integration of RLOs to help one million youth secure dignified work and 35,000 access education.

Key responsibilities

• Develop and implement the RLO Engagement strategy, providing financial access and technical assistance to partner organisations.
• Strengthen the capacity of RLOs to deliver sustainable, locally‑led services to refugee‑displaced and host‑community youth.
• Embed RLOs across functional areas of the Phase II programme, ensuring alignment with overall objectives.
• Act as a network orchestrator, facilitating connections, scaling solutions and training stakeholders on inclusive policies.
• Monitor and evaluate programme impact, reporting on progress toward the target of one million youth in work and 35,000 in education.

Required profile

• Significant experience in international development, youth employment, or education programmes.
• Proven track record working with refugee‑led or civil‑society organisations.
• Strong understanding of capacity‑building, technical assistance and partnership models.
• Excellent leadership, stakeholder‑engagement and communication skills.
• Advanced degree in development studies, international relations, or a related field preferred.
