Senior Operations Officer – East Africa Land Border Programme

About the role

Mercy Corps is seeking a Senior Operations Officer to support the East Africa Land Border Programme, a multi‑country initiative aimed at preventing irregular migration and combating human trafficking. The role will ensure that procurement, logistics and office administration functions operate efficiently, transparently and in line with Mercy Corps and donor requirements.

Key responsibilities

• Lead and coordinate all programme procurement activities, ensuring compliance with Mercy Corps policies.
• Guide staff in preparing clear Purchase Requests and related documentation.
• Collect and evaluate vendor quotations, maintain fair competition, and manage vendor relationships.
• Maintain an up‑to‑date procurement data management system and ensure proper documentation of supplies and transactions.
• Oversee fleet and transport management in accordance with Mercy Corps Fleet Management Policy.
• Arrange and supervise programme staff travel, ensuring compliance with travel guidelines.
• Interact with contractors and service providers, supporting programme leads as needed.

Required profile

• Proven experience in procurement, logistics or operations within donor‑funded programmes.
• Strong knowledge of procurement regulations, vendor management and documentation standards.
• Ability to work collaboratively with programme teams and external partners.
• Excellent organizational skills and attention to detail.
