Staff Accountant – Financial Management Directorate

About the role

The Financial Management Directorate (FM1) at NAVFAC OSF is seeking a Staff Accountant to oversee and control accounting, finance, and financial‑management systems. The incumbent will ensure compliance with regulations, reconcile accounts, and drive improvements in accounting policies.

Key responsibilities

• Provide oversight of design, development, and implementation of accounting and financial‑management systems.
• Review accounting procedures for compliance with federal financial‑management regulations and guidance.
• Identify and reconcile financial adjustments to maintain accurate accounts.
• Initiate corrective actions to address deficiencies in accounting policies, procedures, and operational methods.
• Conduct complex research and analysis of financial data, including tie‑points, journal vouchers, and fluctuation analysis.
• Review artifacts and reconciliations from system conversions for accuracy and reasonableness.
• Coordinate corrective actions to resolve accounting and disbursing problems identified during system reviews or operational activities.

Required profile

• At least one year of specialized experience equivalent to the GS‑13 grade level in the Federal service or comparable private/public sector experience.
• Demonstrated ability to conduct complex financial data analysis and ensure compliance with policies.
• Experience reviewing system‑conversion artifacts and coordinating corrective actions.
• Education meeting OPM standards: a degree in accounting or a related field with at least 24 semester hours in accounting (or equivalent combination of education and experience).

Required skills

• Knowledge of federal accounting regulations and financial‑management guidance.
• Proficiency in financial data analysis techniques (e.g., tie‑points, journal vouchers, fluctuation analysis).
• Experience with system conversion reviews and reconciliation processes.
