Technical Advisor – Multi‑Country Project

About the role

The Danish Refugee Council is seeking a Technical Advisor to lead the technical approach of a new multi‑donor localization facility for Sudan. The role will shape the fund’s strategy, ensure conflict‑sensitive and systems‑oriented thinking, and oversee the Technical Assistance Facility (TAF) that supports partners.

Key responsibilities

• Lead the overall technical approach of the Fund, integrating evidence‑based, conflict‑sensitive, and locally‑led principles.
• Collaborate with Axes Advisors and FMU colleagues to align fund strategies with contextual dynamics.
• Build and maintain a network of technical collaborators and sounding boards.
• Establish and manage the Technical Assistance Facility, including strategy development, resource allocation, and performance monitoring.
• Develop operational guidelines, ensure compliance with Fund policies, and document activities, plans, and lessons learned.
• Oversee the Fund’s MEAL approach, focusing on evaluation and learning components.

Required profile

• Proven experience in leading technical strategies for multi‑donor humanitarian initiatives.
• Strong understanding of conflict‑sensitivity, systems‑oriented thinking, and locally‑led approaches.
• Experience managing technical assistance programmes and coordinating with diverse stakeholders.
• Ability to develop operational frameworks, monitor performance, and produce comprehensive documentation.
