Youth Engagement Migration Consultant – 17‑Month Remote Consultancy

About the role
UNICEF is seeking a Migration Consultant to lead youth‑engagement activities under the PROSPECTS 4 Youth initiative. This 17‑month remote consultancy will support the implementation of a Netherlands‑funded project that aims to improve education and employment opportunities for young people in forced‑displacement contexts.
Key responsibilities
- Establish and manage the Inter‑Agency PROSPECTS4Youth Technical Facility (P4YTF) and Intergenerational Network (P4YIGN) in partnership with ILO and UNHCR.
- Facilitate the three work streams – Link, Learn, and Localise – to promote knowledge sharing, technical assistance, and peer‑to‑peer learning.
- Coordinate with youth focal points and country teams to ensure effective youth participation in policy design and service delivery.
- Produce technical guidance, reports, and learning products that inform programme implementation across PROSPECTS countries.
- Monitor and evaluate the impact of youth‑engagement interventions and provide recommendations for scaling up successful approaches.
Required profile
- Advanced degree in migration studies, international development, education, or a related field.
- Minimum 5 years of professional experience working on youth‑focused programmes in humanitarian or development settings.
- Demonstrated experience coordinating multi‑agency initiatives and managing technical working groups.
- Strong understanding of forced‑displacement dynamics, youth rights, and education‑employment pathways.
