Consultant – Develop CGIAR Investigations Manual

About the role
The Integrated Partnership Ethics and Business Conduct (EBC) Function of CGIAR is seeking a consultant to design and deliver a comprehensive Investigations Manual and to assess the feasibility of a shared case‑management system. The assignment runs from 8 July 2026 to 8 November 2026.
Key responsibilities
- Develop a full‑scale CGIAR Investigations Manual covering the entire investigation lifecycle, roles, responsibilities and reporting requirements.
- Create practical, user‑oriented templates and guidance notes (investigation plan, interview, evidence log, report, classification decision tree, closure checklist).
- Produce a benchmarking note that compares CGIAR practices with those of IFIs, UN agencies and other federated organisations, highlighting risks and implementation considerations.
- Ensure the manual aligns with the CGIAR EBC Escalation Framework, whistleblowing, data‑protection and confidentiality policies, and with reporting obligations to boards, funders and governance bodies.
- Engage EBC leads and other stakeholders through structured consultations to validate content and ensure usability.
Required profile
- Proven experience in developing investigation or compliance policies for multi‑national organisations.
- Strong understanding of governance, escalation processes and data‑privacy requirements.
- Ability to produce clear, actionable documentation for diverse legal jurisdictions.
- Excellent stakeholder‑engagement and analytical skills.
