Consultant, Regional Administrative Data for Counter Trafficking
OIM - ONU Migration · Nairobi
Job description
About the role
IOM is inviting a consultant to carry out a comprehensive assessment that informs the design of capacity-development activities in the East and Horn of Africa (EHoA) so that countries can use operational administrative data for national statistics on migration, trafficking in persons and smuggling of migrants. The work is home-based with travel, preferred within 3 hours of the East Africa time zone, and runs for 5 months with possible extension, under a Category BN consultancy.
The consultant contributes to the Regional Data Hub (RDH) for East, Horn and Southern Africa in Nairobi, Kenya, which supports IOM offices, regional bodies and member states on migration and displacement data. The consultancy is part of the Regional Counter Smuggling Programme (RCSP), funded by the UK Home Office, which strengthens border management at airports and tackles document fraud, migrant smuggling and related organised immigration crime.
Key responsibilities
- Assess government data management processes in selected EHoA countries and fill gaps through primary data collection to understand current practices.
- Draft country-level data processes for TIP, smuggling of migrants and irregular migration data in line with the International Classification for Administrative Data on Trafficking in Persons (IC-TIP), and obtain government validation.
- Adapt existing data collection tools and TIP materials for each country, adding content on smuggling of migrants and irregular migration, and review them with government stakeholders.
- Create bespoke capacity-development materials and lead at least one workshop and one training per country, in coordination with IOM Country Offices and national consultants.
- Deliver an evaluation report on the adoption of capacity-building measures and a pathway report on integrating administrative data into national statistical frameworks.
- Develop ways to monitor sustained use of administrative data for counter-trafficking and counter-smuggling, including priority data sources, reporting frameworks and inter-agency collaboration.
- Ensure gender responsiveness, child protection, victim-centred and trauma-informed approaches, and present draft documents at a validation workshop with IOM Kenya.
