Consultant - Strengthening Distress Reporting Mechanisms
International Organization for Migration · Nairobi
Job description
About the role
IOM Kenya's Labour Mobility Division is seeking a consultant for the BRMM programme, funded by the UK FCDO, which aims to advance safe, orderly and regular labour migration across the East and Horn of Africa. Young people in Kenya often lack reliable information on safe pathways, and existing support points such as hotlines and migrant resource centres are underused because of fragmented referrals, weak feedback and inconsistent case management. The consultancy will strengthen hotline systems, feedback loops and referral pathways, working with the Ministry of Labour and Social Protection, the National Employment Authority and other stakeholders.
Key responsibilities
- Develop SOPs and response channels for the feedback mechanism, including feedback and case closure SOPs
- Organize workshops to upgrade distress and hotline forms to capture case type, location, urgency and referral needs
- Review existing hotline and distress reporting mechanisms and produce a comprehensive mapping report of referral pathways, actors and service gaps
- Build capacity for hotline and case management staff, and train KLMRC and NEA officers on labour migration policies, ethical recruitment and rights-based counselling
- Establish coordination protocols between hotline teams and referral partners (government agencies, service providers, NGOs)
- Design and disseminate IEC materials and define performance indicators for evaluation
- Produce an inception report within two weeks of contract start, and a final consultancy report with recommendations and an implementation roadmap
Required profile
- Advanced degree in migration, development, social sciences or a related field
- Proven experience in migration programming, hotline systems or case management/referral mechanisms
- Demonstrated expertise in SOP development and capacity building
- Experience in Kenya or the East and Horn of Africa region is highly desirable
- Fluency in English and Swahili
Required skills
- Strong management capability and proven ability to work with government counterparts, international organizations and the private sector
- Excellent communication, negotiation and report writing skills
- Excellent computer skills
