About the role
The Aga Khan Foundation’s Madrasa Early Childhood Programme‑Kenya (MECP‑K) seeks an experienced external evaluation partner to lead the baseline study for the “Hatua‑Kwa‑Hatua – Mlezi na Mwana” project. The consultant will collect, analyse and document high‑level, policy‑relevant evidence on early childhood development across Kilifi, Kwale and Mombasa counties.
Key responsibilities
- Design and implement a rigorous baseline study methodology in line with project objectives.
- Conduct field data collection, including surveys, interviews and focus groups with teachers, caregivers and community stakeholders.
- Analyse quantitative and qualitative data to produce benchmark indicators for programme monitoring.
- Prepare a comprehensive baseline report with actionable recommendations for implementation, adaptive management and future impact evaluation.
- Collaborate closely with MECP‑K staff and the Technical Reference Group to ensure ethical standards and methodological soundness.
Required profile
- Advanced degree in education, social sciences, public health or a related field.
- Proven experience conducting large‑scale baseline or impact evaluations in low‑resource settings.
- Strong understanding of early childhood development systems and gender‑responsive programming.
- Excellent written and verbal communication skills in English.
