Human Resource Officer

About the role

Kisii National Polytechnic is recruiting a Human Resource Officer to provide leadership in human resource matters, including recruitment of staff and performance management, and to advise the Chief Principal on HR issues in line with the polytechnic's policies and procedures.

Key responsibilities

• Handle HR matters within established policies, rules and regulations
• Make proposals on human resource planning and succession management
• Implement HR policies and guidelines and ensure compliance with government legal and statutory requirements
• Record employee data such as bio-data, supervisory and performance reports, keeping it accurate
• Gather training needs information from all departments to plan training programmes
• Monitor the working environment so that health and safety measures are observed
• Coordinate budget development for personnel emoluments and keep HR costs within approved budgets, while assisting performance management and employee evaluation
• Maintain the HR information system and protect staff personal information
• Control staff establishment and help update and improve HR policies and practices

Required profile

• Served in the grade of Human Resource Officer (CSG 9) or an equivalent position in the public service or private sector, with at least three years' experience in a comparable institution
• Bachelor's degree in Human Resource Management or an equivalent qualification from a recognised institution
• Registered member of the Institute of Human Resource Management (IHRM) in good standing
• Attended a senior management course of at least three weeks from a recognised institution
• Certificate in computer application skills
• Proven merit, integrity and ability, and proven knowledge of enterprise resource planning systems
