Senior Assistant Director for Human Resource Management & Development

About the role

The Nakuru County Public Service Board is advertising one permanent and pensionable position of Senior Assistant Director for Human Resource Management and Development (CPSB 04, J/G 'Q'). The advert is open to qualified Kenyan citizens and closes on 29 October 2026.

Key responsibilities

• Analyze human resource management and development structures and systems, and interpret the relevant regulations
• Research HR policies and initiate reviews of rules and labour laws governing terms and conditions of service
• Analyze reports from departments and county entities on HR matters and make proposals
• Prepare agendas, minutes and records with the Board Secretary, and collect HR data from departments
• Monitor implementation of HR policies, rules and regulations, including induction, training levy and bonding policies
• Support training needs assessments, design and implement training programmes, and coordinate technical training and capacity-building programmes
• Develop a skills inventory, plan succession and career development, and advise on staff deployment
• Prepare reports on HR activities, the Performance Management and Appraisal System, and the Human Resource Information System

Required profile

• Served in the grade of Assistant Director of HRM and Development (CPSB 04, J/G 'P') or equivalent for at least three years
• Bachelor's degree in HRM/Development, Public/Business Administration, Economics, Education or Social Sciences
• Master's degree in one of the same fields
• Membership of the Institute of Human Resource Management of Kenya in good standing and CHRP (K) qualification
• Strategic Leadership Development Programme of at least six weeks and a certificate in computer application skills
• Demonstrated merit and ability shown in work performance

• Permanent and pensionable employment
• Basic salary scale of Kshs. 105,570 to 139,790 per month
• Allowances as per the SRC circulars attached to the position
