Law Enforcement Advisor – Kenya (Part‑time)

About the role

The Human Trafficking Institute (HTI) seeks an experienced Law Enforcement Advisor to strengthen Kenya’s capacity to investigate and prosecute human trafficking and child exploitation crimes. This part‑time, on‑site role in Nairobi will involve two weeks of work each month, providing advanced technical assistance, mentorship, and training to local investigators and justice‑sector stakeholders.

Key responsibilities

• Design, develop and deliver training for law‑enforcement, prosecutors, and judicial officials.
• Provide expert mentorship on proactive and reactive investigative strategies, including human trafficking, online sexual exploitation of children (OSEC), and financial investigations.
• Advise on digital and OSINT‑based investigative methods, social‑media exploitation, online tracing, and electronic evidence development.
• Identify investigative gaps, systemic barriers and recommend improvements to case outcomes.
• Support case management and guide victim‑centered, trauma‑informed interviewing techniques.
• Build and maintain relationships with Kenya’s criminal‑justice authorities, NGOs and international partners.
• Communicate HTI’s vision and mission to government officials and practitioners.

Required profile

• Highly experienced law‑enforcement professional with extensive background in complex investigations.
• Demonstrated expertise in human trafficking, OSEC, financial investigations and cross‑border crime.
• Proven ability to mentor investigators and work collaboratively with the Directorate of Criminal Investigations (DCI) and other stakeholders.
• Willingness to work on‑site in Nairobi for two weeks per month.
