Monitoring & Evaluation Officer

About the role

The Kenya Development Corporation seeks a Monitoring & Evaluation Officer to lead the design and implementation of its Monitoring, Evaluation and Learning (MEL) framework. The role will support evidence‑based decision‑making across the corporation’s investment portfolio.

Key responsibilities

• Develop and institutionalize the MEL framework, including policies, methodologies, tools, systems and standards for measuring organizational, project and portfolio performance.
• Establish a Development Impact Measurement Framework to track developmental, financial and economic outcomes of KDC investments.
• Design and implement systems for tracking additionality, sustainability outcomes and ESG performance.
• Coordinate collection, validation, analysis and interpretation of performance and impact data, and produce periodic monitoring, evaluation and impact assessment reports for management, board committees and development partners.
• Conduct baseline studies, impact assessments, thematic evaluations and sector‑specific studies to generate evidence for strategic and investment decisions.

Required profile

• Bachelor’s degree in Economics, Statistics, Monitoring and Evaluation, Development Studies, Project Planning and Management, Public Policy, Finance, Commerce, Social Sciences or related field.
• At least six years of relevant experience in monitoring and evaluation, development effectiveness, impact evaluation or results measurement.
• Demonstrated experience designing and implementing M&E systems, impact measurement frameworks and performance management tools.
• Knowledge of Results‑Based Management, Theory of Change, OECD‑DAC Evaluation Criteria, ESG and sustainability measurement.
